LOL ... It's none of the above, my fine feathered friend. The world is run by men named Steele who act more like Teflon and pretend nothing's wrong when their organization is caught spending other people's hard-earned cash at Lesbian Nightclubs. Best, Marty
Here's my take: apparently 100,000 years or so ago a gene appeared that allowed humans to see the other guy's point of view, feel empathy, etc. It made civilization possible. But only 60-70 percent of us have the gene.
So while the 60-70 percent of us are being reasonable, the most intelligent and opportunistic of the 20-30 percent who are good old-fashioned predators climb to the top through ruthlessness and false claims -- which the rest of us, being reasonable, give the benefit of the doubt.
So what we've got is a parasitic predator class taking advantage of a "reasonable" class that likes to give other the benefit of the doubt, especially those who have no issue with saying "I can solve all your problems," when they don't mean it at all.
So what's waiting is for the rest of us to develop a BS-detector gene. I guess. Should only take another 100,000 years

Now _that's_ a timeless classic.
